PREFACE
The need for renewing the party program arose as an inevitable result of the altered conditions in Cyprus.
Since Cyprus has become a member of the EU on May 1, 2004, the developments regarding the Cyprus problem caused the beginning of a new process. Under these new conditions, it is our duty to make an evaluation by maintaining the political foundations of the Party with a new program and to sort out the exhausted politics of the last period in our history.
From now on, Cyprus shall live within the EU, but it remains separated into two regions and is stained with the problems which the new situation has left behind. Our priority is still the reunification of Cyprus and the Cypriots and by establishing the idea that the whole island is our fatherland, to pursue policies according to this fact.
Under these conditions our party shall be a guide in getting through this transition period in peace with unifying, illuminating and pioneering policies. One of our objectives is to transform the political parties in Cyprus to parties open to all Cypriots and to provide open relationships between the parties themselves. Besides that, our main activity shall be the participation of the parties in Cyprus in the political associations within the EU and to support EU policies, which are in favour of peace and oppose economical-political exploitation policies.
From now on the party shall obtain the possibilities to universally pursue its aims by cooperating within the EU according to its political views. In order to be ready for this aim, it has to improve both its program and decisions.
Moreover, during the preparation of this program the views of other socialists, especially those in Europe, were taken into account. We reject a Europe which follows neo-liberal politics and whose borders are closed. We want another Europe. Therefore, we are re-defining another Europe together with the socialists in Europe. We want a Europe, which adopts socially and politically an alternative model to capitalism. In such a Europe, policies autonomous of the US hegemony can be produced. We want a Europe, which actively opposes militarism and war, and militantly defends peace. Our wish is a Europe, which supports sustainable development all around the world, actively struggles against poverty, defends just sharing, and contributes through international solidarity to peace, democracy and equality struggles of the peoples of the whole world. We believe that if we unify, “another Europe is possible”.
Basically the struggle should aim for the reunification of Cyprus and the Cypriots, the abolishment of any type of discrimination, socialist ideas to be active on our island and all over the world and the contribution of the EU politics to the world.
The new program was considered and prepared with these thoughts in mind.
However, in the new process, all documents and the party archive shall continue to preserve its integration and validity together with all updates of the New Cyprus Party (YKP), which was founded in 1989 and by changing in 1998 its name and program had then become the Patriotic Unity Movement (YBH).
HISTORICAL DEVELOPMENT
YKP, which was founded in 1989, had prepared a program, which under the conditions of that day focused on the solutions of indefiniteness, which caused troubles to the people in Cyprus and which lead to the separation of the island without lasting results. Therefore, those who were not just leftists, but also opposed chauvinism and nationalism, were accepted in the party. Thus, the aim was the participation of all patriots, who deemed the whole of Cyprus as a common homeland.
There were a few non-leftist members of the party. Some of those, who claimed to be patriots, believed in toadying the people and were defeated by the illness to get votes, left the party. Therefore, this idea failed. Many patriots preferred to remain away from our party, because they could not abandon to run after the claims of other parties. Besides, because of the state terror enforced on our party the number of our members did not reach the expectations.
Believing that election won’t be a remedy as long as occupation conditions continue, we never deemed the election as an objective and therefore we used each election platform, whether we participated or not, as a medium to decipher the regime, to explain the truths of the country and our political diagnoses regarding the future to the people. Since there was no need to use the elections for propaganda, by rejecting the elections our party revealed the truth, that it is a party, whose words are pioneering, though itself a small party. Nevertheless, since our slogans such as “this country is ours, not to be governed by orders”, which we use since our day of foundation and many subjects whose discussions are forbidden are in the mouths of our people, we can say that we have made a successful promotion and influenced the people.
By reviewing also all experiences and processes of the party, the party program has been again prepared according to the new developments.
The historical development of the party
The 1980s have been hard years for the left movement in the north of Cyprus. Because of the forms of struggle against occupation and problems experienced practically, the conditions of the occupation permitted to be a government but not a political power, and although in 1981 the majority in the “parliament” was achieved by not being able to be a government, the announcement of “TRNC”, the coalition with right wing parties, the protocols with the Republic of Turkey, the view on the right of self-determination of the Turkish Cypriots and similar matters, all these caused separations within the left movement, thus with the sovereignty of the defenders of reform within the system in the parties, new formations have in some way become a necessity.
In this process, especially, in 1989, hundreds of TKP members who were at the same time members of the Solidarity with peoples Association (Halk-Der) were either dismissed from the party or forced to leave. Under these conditions, the old TKP members met and founded first of all the “Cypriots Solidarity Association”. Later on, on 30 October 1989 the New Cyprus Party (YKP) was founded with the participation of Cypriots of various sections. Since the day of its foundation YKP was attacked verbally by the Turkish Republic military-civil administrations, subjected to the blackout of local collaborationists, bombed and shot at various times by dark forces.
In this process the party, in order to voice its opinions to the masses, published for 3 issues on 15 April 1990 a weekly newspaper called Bu Memleket Bizimdir (This Country is Ours) and on 2 September 1990 began to publish the weekly Yeniçağ (New Era) Newspaper which still continues to be published.
Since the day of its foundation, while aiming in the long term for a socialist order, YKP focused always in the short term on the struggle against the regime. Moreover, it struggled for an agreement conforming to international law regarding the Cyprus problem. The party defended that it is the political party of whole Cyprus and all Cypriots since the day of its foundation and therefore it continued communication with various political forces in the southern part of the island under very difficult conditions and despite all types of attacks, issued common declarations with political formations in the South and performed common activities. In particular, its views on subjects regarding the EU (back then, still the EC) echoed in the society and although meeting sympathy, it was not supported by the people because of the occupation conditions governing our country.
In the following years, first a movement was formed called “Patriotic Unity Movement” with the persons, who resigned at various periods from CTP. Later on, with the participation of different sections, the YKP party general assembly in 1998 made a change in the name and program and thus the “Patriotic Unity Movement” (YBH) was transformed into a political party.
The main element of the transformation process of YKP into YBH was the initiative to gather the fragmented left movement under the same roof to the extend that was possible under the conditions of our country. Moreover, by gathering the different sections of the left, one of the expectations of this unity was that a new energy could be released in the society.
The experiences under the name YBH showed clearly that some of those included later on in the process did not abandon their old habits. Disclosing their commitment to another party under the roof of YBH and thus by creating a second political identity within the party, the party inevitably was dragged into a conflict. Their objective to transform the election to a target with populist policies by abandoning the party principles in return of votes, inevitably ended with them leaving the party after a certain period.
At the end of all these processes thus experienced, the party took its place in history as a political movement, which was respected internationally; its words were taken seriously with the open and clear policies followed in Cyprus and with the realizations of future diagnoses, whose works were followed with attention and sympathy.
THE BASIC OBJECTIVES OF THE PARTY
Are To Struggle for:
- Commitment to universal values, claiming the independence and territorial integrity of Cyprus, together, for peace, democracy, equality, cooperation and social justice in Cyprus, Europe and the world,
– Pulling back and abolishing any continuing interventions of the Turkish Republic army-civil administrations and local collaborators against the existence of the Cypriots,
– Supporting international solidarity, basic human rights and freedoms, pushing back chauvinism in Cyprus and the world, taking the side of labour for a just distribution of wealth against exploitation,
– Realization of the revolutionary transformations which will provide a better future, freedom and justice for all human beings and labour,
– Globalization of labour, by embracing the working classes and affiliated labour groups (workers, artisans-craftsmen, small producers, civil servants, teachers and all white collar workers living off their labour) of the whole of Cyprus, by cooperating with all the world’s left movement, especially Europe’s, by comprehending that the future of humanity lies in socialism, for a world without wars and exploitation
THE BASIC PRINCIPLES OF THE PARTY
1- SUPPORTING JUSTICE, INTERNATIONAL LAW AND HUMAN RIGHTS
The party demands that the laws conform to justice and social development. It is against arbitrariness. Processes should not be made without rules previously established, and they should be subject to the open observation and control of the society. Every citizen has the right to access any type of information and to make claims regarding these whenever he/she wishes. The party struggles for securing the right of access to information for all citizens.
Without making the error of the conservative law states, which foresee the condition of “society for law”, the party defends the principle of “law for the society”. It foresees a contemporary and free law which respects individual rights, foresees participation, grants initiative and the power of decision taking to the individual. Various societies have minorities with problems of not being able to participate in the administration because of the social, cultural, and population structures and/or which are defined according to international law. The party struggles for all these sections to take their places in the administration law by encouraging positive discrimination to be appropriately arranged within democratic rules.
The party accepts that the human being is superior to the state and defends an order where the state is the servant of the people. Therefore, it accepts that laws cannot define human rights and that they cannot be rejected because they are not included in the laws. It believes that human rights are included in laws in order to be able to defend their use and to provide that they are not used against other people.
It defends the commitment to international law and its treatment as a part of the interior law.
2- REVOLUTIONISM
The party claims all historical revolutionary transformations realized under its own conditions, for a better future, a more peaceful environment, an order more free and just. It objects all fanatical and conservative status quos, which oppress these revolutionary demands and try to hinder these progressive transformations. Thus it fights for a progressive environment and order for our society and all Cypriots. It resists with determination to all status quo structures which oppose this fight.
3- ANTI-CHAUVINISM
The party opposes discrimination on grounds of religion, language, gender, sexual preference and race and all chauvinism, which aim to sow the seeds of conflict in societies by inciting this discrimination. It rejects the discriminating and artificial values created by chauvinism; instead it foresees a common and integrated future of honour for our people and humanity both in our country and the world.
Cyprus is the common homeland of all Cypriots. The future of those living in this common homeland should also be common. It resists all slandering and dissuading politics followed by the Turkish and Greek chauvinists against all patriots who claim this common future and our homeland.
The party struggles to change all types of chauvinistic cultural, social and educational politics founded on the hostility of the societies created by the authorities in Cyprus. It also fights against all institutions and fundamentalists who, by exceeding the borders of religious freedom, support the conflict culture and intervene with the religious beliefs or the freedom of the non-believers.
4- DEMOCRACY
The party foresees the non-hindered and active participation of the individual and the social organizations and their control of the administration for the political and democratic development of the society., It defends free and participating environments for the individual and the social organizations, where those with different views, without being under pressure (of the institutionalized structure or the majority), can express themselves freely and where they can live their own differences. It aims for the person to be sovereign to everything as an independent (not being bound by the state or the employer or by other ties), free (to have the freedom of making decisions without the pressure of the society or an individual) and immune (being away from any restricting threat which is contrary to thought, dissemination of thoughts, free and secret communication and international law principles) individual.
It values methods, which favour local administration, which is open to differences and opposition and which permits the possibility of their influence.
YKP opposes minority and majority dictatorial regimes by permitting and supporting wings which act according to the party principles within it and thus reflects the democratic participation understanding to the interior law of the party.
5- OPPOSING FASCISM
Because of the nature of the capitalist exploitation conflicting with society, the party opposes fascism and any type of fascist pressures, which, conforming to the present day conditions and the interests of the capitalists, sometimes openly and sometimes with secret methods, put pressure on the individual and the society. The party makes efforts to develop social consciousness, sensitivity and organization against this administrational view, which ignores the human honour and ideals.
6- OPPOSING IMPERIALISM AND COLONIALISM
The party struggles for the annihilation of imperialist and colonialist relationships both locally and internationally. It opposes the governing-governed, oppressor-oppressed contradictions for Cyprus, the Cypriots, the world peoples and nations. It believes that local and international relations have to be arranged on the basis of common will, common contribution and common interest.
Based on the fact that in the 20th century the classical understanding of colonialism and imperialism has begun to change, the party believes that the neo-liberal policies are imposed within the new balances occurring in the world by some international institutions. It supports the global opposition that appeared against the neo-liberal policies which focus on the interest of international monopolies and which globalise exploitation instead of richness. It participates and contributes to this struggle as much as it can.
7- PATRIOTISM AND PACIFISM
Patriotism, according to the party, is to make the country rich and prosperous, to provide integrity of the people in the country and to make the country a contributor to world peace. Also, it accepts working in the EU is to love one’s country and working for it.
Peace should not mean taking breaks from wars; it should be permanent. Wherever weapons are used, this should be viewed as a defeat and a result of not being able to solve with peaceful methods. Rejecting the use of weapons is a basic principle of the party.
Struggling against the sources of war is superior to fighting in wars. Thus, it is the duty of the party to actively contribute to world peace.
YKP opposes war policies, which arise out of the hegemonic struggles of the imperialist countries and believes that the security of the country lies in development, in annihilating the unequal income distributions in the society and the world and in the struggle for these ideals. Moreover, the party believes that cultural distortions created by inequalities, injustice and consumptive ambitions exceeding consumptive deficiencies endanger local and international peace. In order to prevent its problems being justifications for outer interventions, it pays importance on the permanent establishment of free and democratic environments with the participation of political formations.
YKP opposes any type of armament and threats of war. Therefore, it claims immediately for the abolishment of military bases in various parts of the world, the cancellation of nuclear war programs, the annihilation of existing nuclear and any type of weapons of mass destruction, the dissipation of NATO and similar international institutions/allies directed to making war and the prevention of establishing new ones. It deems a priority the struggle with international solidarities in favour of these ideals to be.
8- PEOPLE AND LABOUR
The party foresees the organization of the people in production and administration. In the shaping of the organization, it defends the active participation and orientation of the labour and the labourer. With this consciousness, it will be the defender and theoretician of the rights and interests of production and the producer.
It defends the right of the people to produce, to administer and to live, against the looters and unjust who rape even the values which the producing people have created under restricted status quo conditions.
Based on the participation principle, it adopts the view that all labouring classes and strata can immediately participate in administration. Therefore it struggles to establish the institutions needed for the individual to administer his/her working area, to participate in the decision making process and to strengthen the existing ones and to provide for the autonomy of those directed by status quos.
It believes that the globalization of the labour is the foundation of the globalization in the world.
9- PIONEERING AND SCIENCE
In order to make everything peculiar to us, the error of believing that our island is a unique example, won’t be made and the scientific knowledge accumulation of humanity, which created the scientific left thought shall be the main source.
The party opposes the subjection of social policies, preferences and socio-economic applications to absolute forms, conditions and orientations and defends that any step to be taken in favour of these ideals should conform to scientific realities and public interests. Thus, it takes care that theory and practice conform to each other.
The party pioneers for a leftist movement which is individualistic, pays importance to participation, democracy, equality and freedom and struggles for these ideals to be sovereign in the life of society.
It genuinely contributes and receives contribution to this effort.
10- ANTI-MILITARISM
Humanity has always developed under peaceful and productive environments. Wars and militarism are destructive instruments in this manner. The concept of army, which may be the last to be thought of for the development of humanity, is promoted as the most prioritized, advantageous and inevitable concept by the establishment. Armies, which have priorities, disciplines and mentalities peculiar to themselves, do not conform to the natural development of social life and also exceeding their areas of duty intervene with social development. In order to justify this struggle and to protect priorities and precautions together with laws, YKP opposes besieging propagandas and attitudes carried out against social life and understanding. It opposes the subjection of social development to the commands of the armies. Instead, it defends that armies and their duty lines are subjected to the authority and control of civilian institutions and the people.
The party does not define militarism only with its military meaning. Today militarism is the thought and the form of behaviour, which foresees absolute acceptance of authority in the present area, which again deems the acceptance of thoughts forced on others as a principle and which adopts the military mentality adopting an administration style within the commander-subordinate relationship as dominant in civil life. The party also opposes this type of thoughts and attitudes and struggles for the democratization of all institutions.
11- ENVIRONMENTALISM
The environment should be important and protected with all means. The balance of green areas and settlements, historical and cultural heritance, environmental health, cleanliness, appearance and common facilities should be perceived as a whole and the struggle for the rescue of the world should be supported.
The investments of international monopolies endangering the future of humanity, sacrificing the ecological balance of the earth to industry and thinking of nothing else than profit shall be controlled in our country, and if necessary shall be hindered and we shall also participate in international solidarity.
The party accepts nature not as the heritage of past generations, but the trust for the future generations. Therefore, , it struggles for a world the future generations can live in solidarity together with its international allies for an active application of sustainable development programs paying importance to environment all around the world.
For a sustainable environment, the party claims as minimum 1) that the usage of renewable resources do not exceed the reproduction, 2) that the usage of non-renewable resources do not exceed the development speed of alternative resources, and 3) that pollution and destruction of natural life does not exceed the endurance of the environment.
METHODS OF STRUGGLE
Struggle shall be made according to law. Efforts shall be made in order for the Constitution and the laws to meet the needs of society, so that they are progressive, contemporary and dynamic. The amendment of special rules included in the Constitution contradicting this understanding, shall be a priority objective.
This struggle shall be followed in the form of organization and inter-organizational solidarity.
The struggle against all legal or illegal rules and institutions, which hinder the contemporary and dynamic development of the society, shall be performed with international solidarity both at local and international level.
The struggle shall be made with peaceful methods, conforming to laws, but open and clear, by staying away from the anxiety to be misunderstood and without promises to anyone (nepotism).
While choosing the methods of struggle, the party shall decide without being carried away by prejudices and by evaluating each condition within its own situation. While choosing the methods of struggle, importance shall be laid on taking decisions by keeping in mind all conditions and instruments and by providing large participation within the party. All rights of each member are always immune and it will never be accepted that they are permanently transferred to another institution. One of the main objectives for the participation of the member to the decision making processes is that the party organs continuously work.
One of the basic views of the party is that each individual participates in the administration process. While the party determines the methods of struggle with these thoughts in mind, it rejects old methods. Therefore, in some instances the processes of choosing some persons by some authorities to administer or to pretend to administer, shall be evaluated and decided within the party’s own conditions. However, it does not accept these as a main element of its struggle. It pays importance to the foundation of sub civil institutions, which are based on the continuous participation of each member in the processes of administration and their democratic employment. At the same time, the main objective is to create a political party, which establishes its own institutions to produce every day policies, which are active at any moment and at each subject area and not only at certain times at certain processes. The party works also for this.
The party deems the elections in the country as an event, where all Cypriots cast together votes and choose their representatives together. And, without the occupation coming to an end, it does not view the elections in Cyprus as a remedy because the Turkish Republic military-civil administrations still shape each election in this country, before and afterwards with different interventions. Therefore, as long as these conditions continue, the party evaluates each election within its own whereabouts, participates or not within this frame, however at any time it uses the elections as an instrument to decipher the regime and to transfer its own views and correct diagnoses regarding the future to the people.
FOREIGN AFFAIRS
Under conditions where problems such as the Cyprus problem continue, it is difficult to deal with and be effective at foreign affairs. After agreement has been made, the basic principle should be to provide unity and cooperation in the country and within the EU, to act according to common aims of the Union, which contribute to the world peace. The essential aim shall be to try so that the EU does not become a super power, but its borders shall be open and it shall have a structure which continues its just development with the world in mind and being a conductor for the free spread of civilization and absolute cooperation with the UN. However, the party does not accept the present form of the UN. The party shall struggle also for structural change in the UN, so that it can represent better the world and can act by holding the general interests of the world above special interests.
Our party pays the necessary importance to foreign affairs, believing that while the world gets smaller and that regional problems cannot be resolved by being far away from the world.
Suited to these aims, the party shall follow vivid and solidaritarian foreign affairs, which aim at the resolution of problems without weapons, supporting those who resist imperialism, international solidarity, abolishment of racist administrations, the right of oppressed people to found a future in honour, supporting the UN, prioritizing the basic personal rights and freedoms and the international law in foreign affairs and be alert to any type of terror. It aims also to add both the opportunities of, and values to, international law principles, anti-militarism, conscience rejection/total rejection and that the new generations shall be raised creatively.
The party wants the borders, differences and privileges, which hold back the development of humanity to be abolished. It defends the international solidarity of labour and the people, which are against the international solidarity, character and dissemination of imperialism. By being in solidarity with left organizations, it is decided to participate in revolutionist struggles against acts which shall transform into social confiscation of any sovereignty of imperialism.
CYPRUS PROBLEM
The party believes that the solution of the Cyprus problem is not only in the interest of the Cypriots, but also the people of Turkey and Greece, the region and the world peace. The Cyprus problem has shown that non-reconciliation and piling up weapons in our island has threatened first of all Turkey and Greece, and then the peace of the region and the world. Therefore, the island should be immediately disarmed without any condition and exception, and freed from the rules which continuously cause our island to be under intervention by excuses such as guarantor and guarantee. The policies of tension and threats shall be ended; anything, which could cause difficulties for both societies to cooperate, contact and reach an agreement for the resolution of the Cyprus problem and peace, should be abolished.
• chauvinistic propaganda and education should be eliminated,
• a love for the homeland, partnership and an understanding for a common future should be developed, human rights and universal law should be respected,
• the claims of the societies for more democracy, justice and prosperity should not be hindered,
• the production, administration and cooperation functions directed to these aims of the societies should be respected,
• our cultural heritage, the ecological balance, the water springs, underground and ground richness and the protection of the environment shall be provided for, and
• In principle, instead of the idea of belonging to one of two communities, the idea of being a Cypriot should be sufficient and accepted and thus discrimination should be ended.
The party foresees the struggle against chauvinistic and nationalist classes which make societies pay heavy prices and acquire for themselves unjust gains and privileges.
The assurance lies in the administration of law and the mutual respect of societies regarding their rights and common consciousness and reaching the contemporary consciousness that being a human is sufficient.
The party believes that the assurance lies in the conscience of the societies in non-intervened environments and the success of this struggle.
THE SOCIO-ECONOMIC POLICIES OF THE PARTY
The party deems it important to claim the right of Cyprus to administer itself, to produce and organize, and while applying political views, conforming to the EU rules. Since Cyprus is within the EU, it foresees the solidarity with EU parties in order to change the EU policies according to its own political views.
Therefore, within the principles it continuously produces socio-economic policies in all areas by paying importance to the currency and dynamism appropriate to the requirements of Cyprus.
These policies are declared in detail at all related platforms to the society and the EU parties in solidarity.
It is decided that,
– In order for the economy to be performed within democratic planning to create effective economic instruments with long term plans and directing the economy with strategic interventions,
– to provide for banking, cooperation and financing institutions to be taken from real persons and to become corporate bodies,

– to employ arrangements which do not contradict EU so that financing resources conform to the aim of the plan,
– to deal with international transportation, advance technological usage and communication as a strategic aim and to include them into the plan.

– To exchange the law administration with the individuals’ administration; to grant the civil servant the duty and the right based job security, to defend the law administration, to act according to the principle that where there is no law there is also no work for executive, to not obey to the orders of those who use their powers not based on the law;
– By abandoning the instruments which cause the young generations to obey to the old generations, to aim at free young generations and by deeming the state under the service of the young and not under its charge and by granting them financial aid to provide that they manage their own social and cultural requirements,
– To struggle against discrimination, to support as a state the use of their personal rights and freedoms, to appropriately provide positive discrimination,
The party believes that the equal participation to social life of women and men shows the political maturity and democratic development level of societies, being against gender discrimination, in order to change social gender roles and be able to reach equality between genders not only on paper but also in real life, it undertakes to pioneer in creating equal opportunities at each area, including social inclusiveness and decision making mechanisms. Equality is not only to provide a balance in statistics; the party foresees the change of social gender roles in the family, the family structures, institutional practices, and the organization at work and thus to realize that democracy and pluralism is put into life. Thus the party makes efforts to establish the necessary structuring in the state institutions and social life so that the directives regarding gender equality foreseen in the EU acquisitions are applied. Therefore, it makes efforts for the establishment and employment of the “Equality Ombudsman” institution applied in the EU countries, to actively work against gender discrimination and also against religious, language, colour, sexual preference, political views and race discrimination.

– To provide that the social housing constructions are not anymore social disasters, to provide that social housings are within the social environment and that the principle of providing homes not according to ownership but to rents conforming to income, first by realizing infrastructures and common services to produce cheap, sound and good housing, to prevent that separation is used as a tool of pressure and preference,
