Main Observations and Concerns
1. Absence of Issues Concerning the Working People
Though the Charter discusses reforms in governance, anti-corruption measures, and constitutional questions, it clearly omits fundamental issues such as minimum wage, workers’ rights, social security, and farmers’ land rights. This raises serious questions about the future of the working masses.
2. Caution Regarding Administrative Powers and Lawmaking
The proposals include “rapid lawmaking” and increasing “administrative efficiency,” but these should not be interpreted as ignoring the potential for curtailment of popular participation and democratic rights.
3. Framework Established Without Public Consultation
The Charter was drafted by a commission, but it is unclear how the views of workers, farmers, youth, women, professionals, and marginalized communities have been incorporated. We believe no national accord can be considered legitimate without the participation of the people.
Our Position and Call
The Communist Party of Bangladesh (Marxist–Leninist) holds that—
• National consensus is meaningless without the rights of the working people.
• Until the final form of this Charter is made public, we will remain politically vigilant and continue our critical observations.
Conclusion
The currently announced “July National Accord” is merely a unilateral framework for reforming the state system that overlooks the fundamental interests of the working people. We state clearly—
This Charter does not represent the people. We reject any framework that deprives the working masses’ rights.
