The leaders said in the press conference, about 900 landless families of Char Mujibnagar (Char Shikdar) under Charfashan Upazila of Bhola district have been struggling for settlement of Charland for the past 4 years. Earlier they got a one year lease in this Charland. Later they did not renew this settlement. A Writ Petition No: 3322/2018 was filed in Hon’ble High Court seeking settlement on behalf of Mujibnagar Union Landless Cooperative Society Ltd. The Hon’ble Court, after hearing both the parties, on 3^rd April, 2018 directed the Bhola District Commissioner to address the issue of settlement within 1 month of receipt of the order. However, the then Deputy Commissioner did not take any effective action in this regard. After the present Deputy Commissioner Mr. Md Taufiq-e-Ilahi joined, he took the initiative to address the issue. At that time, the big landowners and influential people who encroached Char created some fake documents and claimed this land as theirs which is not true at all. Because Char Mujibnagar is a land and since Diara survey has not been completed yet, there is no chance of it being in the name of any person. Thus the Upazila Nirbahi Officer and the court declared this document invalid.

On April 12, 2022, Bhola Revenue Deputy Collector, Muhammad Arafat Hussain directed Assistant Commissioner (Lands) to take effective measures for settlement. Accordingly, the erstwhile AC land asked the landless to cultivate the Char land and asked the illegal occupants to move out. As a result, the illegal encroachers of Char got angry with Alam Bachchu, the leader of Mujibnagar Union Landless Cooperative Society Ltd. and started threatening to kill him and his family. In view of this, Alam Bachchu’s wife Bakul filed a complaint on 13/04/2022 at Dularhat Police Station seeking safety of her life. But if the Thana Police did not take any effective measures, he wrote a letter to Bhola District Commissioner and Bhola Superintendent of Police on 17/04/2022 asking for safety of his life. But still no effective action was taken by the police. On the contrary, false cases of tree cutting, theft cases, robbery cases etc. are filed against the landless people almost every month and in all these cases the local police are seen to be very active in arresting the accused. The landless are becoming helpless appearing in court.

Bakul Begum

Leaders said that last November 30, 2022 terrorists attacked Alam Bachchu’s house with sharp weapons between 1:00 pm and 1:30 am. Alam Bachchu’s wife Bakul and her elder sister Mukul were inside the house at that time. Mukul had come from Khulna to visit his sister’s house a few days ago. Alam Bachchu was not at home that day as he went to attend the case in Bhola. The terrorists entered the house and used sharp weapons like Ram Da, nife etc. to attack Bakul and Mukul. Bakul’s body was found with 22 wounds. In this, the bowels in her stomach comes out. Besides, they stabbed Mukul’s neck. Three are marks on her hands and two on her head. The terrorists dragged them out of the house with their swords and left them in a bloody state. In this situation, Bakul says to his sister, “Don’t stay here, I don’t think I will survive, so you will tell Isa Moni’s (daughter) father that you and I have been killed by Aslam Peyada, Bashir and Shahjahan Sardar’s sons. Do not spare them.” Saying this she wants to drink water. Mukul gave him water when he was injured and she died on the spot. Mukul also said that there were more than 10/12 members of the murderous group around the house.

Much later, the Dularhat police station appeared there at around 10 am. They prepared a report of the body’s condition and spoke to some eyewitnesses and arranged for the body to be sent for post-mortem. They started all the proceedings to file a complaint against the accused like the statement of Alam Bachchu’s wife. Meanwhile, Bholar Tajumuddin (Circle) Additional Superintendent of Police Md. Masum Billah appeared on the scene. He kept trying to say that since the victim was dead, eyewitnesses would be needed to file charges against a particular person.The victims alleged that he did not want to hear any complaints from the victims. He also said that since Mukul, who was in the spot could not say any name, no one could be accused.

Around 5 pm, when Alam Bachchu, the husband of the deceased Bakul, went to file a case, the police said that no case can be filed against any person. Cases should be filed against unknown persons. Alam Bachchu repeatedly requested that Mukul tell them the names of those against whom the allegations were made. But the police told them that since Mukul did not name them in front of them, they cannot be named as accused. At one point, the police refused to take Alam Bachchu as the plaintiff and pressed Mukul’s younger brother Solaiman Talukdar, who came from Khulna at around 12 o’clock in the night, to file the case as the plaintiff. When he asked Alam Bachchu to be the plaintiff instead of being the plaintiff himself, he started showing various fears. Additional Superintendent of Police of Bhola Tajumuddin Circle Md. Masum Billah was present at Dularhat Police Station all this time. Later, when the police started arresting Bakul’s husband Alam Bachchu in an old case of cutting a tree, they left the police station and the police did not take up the murder case of the deceased Bakul. However, we came to know later that the police filed a murder case with the Chowkidar of the area accusing some unknown people, so as to hide the real criminals. All these identified criminals are getting away with the direct help of the police by filing such cases one after another. Even before this, in the case of Alam Bachchu’s mother and father throwing acid on two people in 2006, no one has been arrested or it can be said that in this way justice has been blocked. But those against whom the complaint is made are roaming yet openly.

The leaders strongly condemned the behavior of the police and demanded strict action against such corrupt police officers through departmental action and immediate removal from Bhola for protecting the criminals instead of catching them.

They said, we want to remind that on the night of March 25, 1971, hundreds of policemen were martyred in the Rajarbagh police line to resist the invading forces. Among the current police force, Bhola Additional Superintendent of Police Masum Billah, Dularhat Police Station Officer-in-Charge, who do not accept complaints of torture and murder of poor, marginalized people from various areas or show interest in proper investigation of those complaints are not only neglecting their national duties, 71’s martyred predecessor are disrespected by the policemen.They must be held accountable for this. Strict legal action should be taken against them.

Through this press conference the following clear demands were made by the civil society-

1. The trial of this case must be completed as soon as possible through the Women and Child Abuse Prevention Act Tribunal for the brutal torture and killing of landless women.

2. Dularhat Police Station and Bhola Tajumuddin Circle Additional Superintendent of Police Md. Masum Billah should take action against them through a departmental inquiry for their illegal efforts to protect the accused by not accepting the complaint of the plaintiff in the murder case and withdraw them from the said duty immediately. At the same time, an impartial investigation agency should complete the investigation of this murder.

3. Visible and effective measures must be taken to ensure the safety of all the landless including women and children living in char. If necessary, a special police outpost should be guaranteed in that area.

4. Based on the assurance of the district and Upazila administration, the district administration and the police administration have to take appropriate measures so that they can bring home the paddy that they have planted in the Char.

5. After completing the Diara survey in the said Char Mujibnagar, distribution of char among the landless including the affected families should be taken according to the Khasland settlement policy.

সংবাদ সম্মেলনে নেতৃবৃন্দ বলেন, ভোলা জেলার চরফ্যাশন উপজেলাধীন চর মুজিবনগরের (চর শিকদার) প্রায় ৯০০ ভূমিহীন পরিবার চরের জমি বন্দোবস্ত পাবার জন্য বিগত ৪ বছর থেকে সংগ্রাম করে আসছে। পূর্বে এই চরের জমিতে তারা একসনা বন্দোবস্ত পেয়েছিল। পরবর্তীতে তাদের এই বন্দোবস্ত নবায়ন করেনি। এই বিষয়ে মুজিবনগর ইউনিয়ন ভূমিহীন সমবায় সমিতি লিঃ এর পক্ষে বন্দোবস্ত পাবার লক্ষে মহামান্য হাইকোর্টে একটি রিট পিটিশন দায়ের করা হয় যার নম্বর: ৩৩২২/২০১৮। মহামান্য আদালত দুই পক্ষের শুনানি শেষে ৩রা এপ্রিল, ২০১৮ তারিখে ভোলা জেলা প্রশাসককে আদেশ হাতে পাবার ১ মাসের মধ্যে বন্দোবস্তের বিষয়টি সুরাহা করতে আদেশ দেন। যদিও তৎকালীন জেলা প্রশাসক এ বিষয়ে কোন কার্যকর ব্যবস্থা গ্রহণ করেনি। বর্তমান জেলা প্রশাসক জনাব মো: তৌফিক—ই—ইলাহী যোগদান করার পর তিনি বিষয়টি সুরাহা করার উদ্যোগ গ্রহণ করেন। ঠিক সেই সময় চর দখল করে রাখা জোতদার ও প্রভাবশালীরা কিছু ভুয়া কাগজপত্র তৈরী করে এ জমি তাদের বলে দাবি করেন। যা আদতে সত্য নয়। কারণ চর মুজিবনগরপয়স্থি জমি এবং যেহেতু এখনও দিয়ারা জরিপ সম্পন্ন হয়নি তাইতা কোন ব্যক্তির নামে হওয়ার সুযোগ নাই এবং উপজেলা নির্বাহী কর্মকর্তা ও আদালত এই কাগজ অবৈধ ঘোষণা করে।

১২ এপ্রিল, ২০২২ ভোলার রেভিনিউ ডেপুটি কালেক্টর, মুহাম্মদ আরাফাত হুসাইন চরফ্যাশন সহকারী কমিশনার (ভূমি) কে বন্দোবস্ত দেবার ব্যাপারে কার্যকর ব্যবস্থা গ্রহনের নির্দেশ দেন। সেই মোতাবেক তৎকালীন এসিল্যান্ড ভূমিহীনদের চরের জমিতে চাষাবাদ করতে বলেন এবং অবৈধ দখলদারকে সেখান থেকে সরে যেতে বলেন। এতেই চরের অবৈধ দখলদার ভূমিগ্রাসীরা মুজিবনগর ইউনিয়ন ভূমিহীন সমবায় সমিতি লিঃ এর নেতা আলম বাচ্চুর উপর ক্ষিপ্ত হয় এবং তাকে ও তার পরিবারকে মেরে ফেলার হুমকি দিতে থাকে। এর প্রেক্ষিতে আলম বাচ্চুর স্ত্রী বকুল ১৩/০৪/২০২২ তারিখ দুলারহাট থানায় জীবনের নিরাপত্তা চেয়ে অভিযোগ দাখিল করে। কিন্তু থানা পুলিশ কোন কার্যকর ব্যবস্থা না নিলে ভোলা জেলা প্রশাসক ও ভোলা পুলিশ সুপারের কাছে তিনি ১৭/০৪/২০২২ তারিখ জীবনের নিরাপত্তা চেয়ে চিঠি দেন। কিন্তু এরপরও পুলিশের পক্ষ থেকে কোন কার্যকর ব্যবস্থা গ্রহণ করা হয়নি। উল্টো প্রায় প্রতি মাসেই ভূমিহীনদের বিরুদ্ধে একের পর এক গাছ কাটার মামলা, চুরির মামলা, ছিনতাইয়ের মামলা প্রভৃতি মিথ্যা মামলা দায়ের করতে থাকে এবং এ সকল মামলায় স্থানীয় পুলিশকে আসামী ধরতে বেশ তৎপর দেখা যায়। ভূমিহীনরা আদালতে হাজিরা দিতে দিতে অসহায় হয়ে পড়ছে।

নেতৃবৃন্দ বলেন, সর্বশেষ গত ৩০ নভেম্বর দিবাগত আনুমানিক রাত ১ টা থেকে দেড়টার মধ্যে ১৪/১৫ জন সন্ত্রাসী আলম বাচ্চুর বাড়িতে ধারালো অস্ত্রশস্ত্রসহ আক্রমণ করে। তখন বাড়ীর ভিতরে আলম বাচ্চুর স্ত্রী বকুল ও তার বড় বোন মুকুল ছিল। মুকুল কয়েক দিন আগেই খুলনা থেকে বোনের বাড়িতে বেড়াতে এসেছিলেন। ভোলায় মামলার হাজিরা দিতে যাওয়ায় আলম বাচ্চু সেদিন বাড়ীতে ছিলেন না। সন্ত্রাসীরা বাড়িতে ঢুকে রাম দা, ছুড়ি প্রভৃতি ধারালো অস্ত্র দিয়ে বকুল এবং মুকুলকে উপর্যপুরি কোপাতে থাকে। বকুলের শরীরে ২২ টি দা’য়ের কোপের চিহ্ন পাওয়া গেছে। এতে তার পেটের নারী ভুড়ি বের হয়ে আসে। এছাড়া মুকুলের গলায় তারা ছুরি চালায়। তারা হাতে ৩টি এবং মাথায় দুটি দা’য়ের কোপের চিহ্ন রয়েছে। সন্ত্রাসীরা তাদের দা দিয়ে কোপাতে কোপাতে ঘর থেকে বাইরে বের করে নিয়ে আসে এবং রক্তাক্ত অবস্থায় ফেলে রেখে চলে যায়। এ অবস্থায় বকুল তার বোনকে বলে তুমিতো এখানে থাক না, আমি বোধ হয় বাঁচবো না, তাই তুমি ঈসা মনি’র বাবাকে বলবে আমাকে ও তোমাকে আসলাম পেয়াদা, বশির ও শাহজাহান সরদারের ছেলেরা কুপিয়েছে। এদেরকে যেন না ছাড়ে। এই কথা বলে সে পানি খেতে চায়। আহত অবস্থায় মুকুল তাকে পানি দিলে তিনি সেখানেই মারা যান। মুকুল আরো জানান বাড়ীর আশেপাশে খুনী দলের আরো ১০/১২ জন লোক ছিল।

ঘটনার অনেক পরে আনুমানিক সকাল ১০টার দিকে দুলারহা্ট থানা পুলিশ সেখানে হাজির হয়। তারা লাশের সুরতহাল রিপোর্ট তৈরি করে এবং কয়েকজন প্রত্যক্ষদর্শীর সাথে কথা বলেন এবং লাশ ময়না তদন্তের জন্য প্রেরণের ব্যবস্থা করেন। তারা আলম বাচ্চুর স্ত্রীর বয়ান মতো অভিযুক্তদের বিরুদ্ধে অভিযোগ দাখিলের সকল কার্যক্রম শুরু করে। এরই মধ্যে দৃশ্যপটে হাজির হন ভোলার তজুমুদ্দিন সার্কেলের অতিরিক্ত পুলিশ সুপার মো: মাসুম বিল্লাহ। তিনি এটা বলা চেষ্টা করতে থাকেন যেহেতু ভিকটিম মারা গেছে তাই কোন নির্দিষ্ট ব্যক্তির বিরুদ্ধে অভিযোগ করতে হলে চাক্ষুস সাক্ষী লাগবে। তিনি ভুক্তভোগীদের কাছ থেকে কোন অভিযোগ শুনতে চান না বলে ভুক্তভোগীরা অভিযোগ করেছেন। তিনি এটাও বলেন, যেহেতু মুমুর্ষ অবস্থায় থাকা মুকুল কোন নাম বলতে পারেনি তাই কারো নামে অভিযোগ করা যাবে না।

আনুমানিক বিকাল ৫টার দিকে নিহত বকুলের স্বামী আলম বাচ্চু মামলা করতে গেলে থানা পুলিশ জানায় কোন ব্যক্তির বিরুদ্ধে মামলা করা যাবে না। অজ্ঞাত ব্যক্তিদের বিরুদ্ধে মামলা করতে হবে। আলম বাচ্চু বারবার অনুরোধ করেন যাদের বিরুদ্ধে অভিযোগ রয়েছে তাদের নাম মুুকুল তাদের বলেছেন। কিন্তু পুলিশ তাদের জানায় যেহেতু মুকুল তাদের সামনে নাম বলেনি তাই তাদের নাম আসামী হিসেবে দেয়া যাবে না। এক পর্যায়ে পুলিশ আলম বাচ্চুকে বাদী হিসেবে মামলা নিতে অস্বীকার করে এবং রাত আনুমানিক ১২ টার দিকে খুলনা থেকে আসা মুকুলের ছোট ভাই সোলায়মান তালুকদারকে বাদী হিসেবে মামলা করার জন্য চাপ দিতে থাকে। তিনি নিজে বাদী না হয়ে আলম বাচ্চুকে বাদী করতে বললে তাকে বিভিন্ন ভয়—ভীতি দেখাতে থাকে। এই পুরো সময়ই ভোলার তজুমুদ্দিন সার্কেলের অতিরিক্ত পুলিশ সুপার মো: মাসুম বিল্লাহ দুলারহাট থানায় উপস্থিত ছিলেন। পরবর্তীতে পুলিশ বকুলের স্বামী আলম বাচ্চুকে পুরানো একটি গাছ কাটার মামলায় গ্রেফতার করার পায়তারা শুরু করলে তারা থানা থেকে চলে আসেন এবং পুলিশ নিহত বকুলের হত্যা মামলা গ্রহণ করেনি। তবে আমরা জানতে পেরেছি পরবর্তীতে পুলিশ অজ্ঞাত কয়েকজনকে আসামী করে ঐ এলাকার চৌকিদারকে বাদী করে একটি হত্যা মামলা দায়ের করেছে, যাতে প্রকৃত অপরাধীদের আড়াল করা যায়। এই সব চিহ্নিত অপরাধীরা একের পর এক এ ধরনের মামলা করে পুলিশের প্রত্যক্ষ সহযোগিতায় পার পেয়ে যাচ্ছে। এর আগেও ২০০৬ সালে আলম বাচ্চুর মা—বাবা দুইজনের গায়ে এসিড ছোড়ার মামলায় এখন পর্যন্ত কাউকে গ্রেফতার করতে পারেনি বা বলা যায় বিচারের পথ বন্ধ করে দিয়েছে। কিন্তু যাদের বিরুদ্ধে অভিযোগ তারা প্রকাশ্যে চরে ঘুরে বেড়াচ্ছে।

নেতৃবৃন্দ পুলিশের এই আচরণের তীব্র নিন্দা জানান এবং অপরাধীদের ধরার বদলে তাদের রক্ষা করার জন্য এসকল অসৎ পুলিশ কর্মকর্তাদের বিরুদ্ধে বিভাগীয় তদন্তের মাধ্যমে কঠোর ব্যবস্থা এবং অবিলম্বে ভোলা থেকে অপসারনের দাবি জানান।

তাঁরা বলেন, আমরা মনে করিয়ে দিতে চাই যে, ১৯৭১ সালের ২৫ মার্চ রাতে রাজারবাগ পুলিশ লাইনে হানাদার বাহিনীর বিরুদ্ধে প্রতিরোধ গড়ে তুলতে শত শত পুলিশ সদস্য শহীদ হয়েছিলেন। বর্তমান পুলিশ বাহিনীর মধ্যে ভোলার অতিরিক্ত পুলিশ সুপার মাসুম বিল্লাহ, দুলারহাট থানার ভারপ্রাপ্ত কর্মকর্তাসহ যে সকল সদস্য বিভিন্ন অঞ্চলে দরিদ্র, প্রান্তিক, মানুষের উপর নির্যাতন হত্যার অভিযোগ গ্রহণ করে না কিংবা সেই অভিযোগের সঠিক তদন্ত করতেও আগ্রহ দেখান না তারা শুধু তাদের রাষ্ট্রীয় কর্তব্যের প্রতি অবহেলাই করছে না, ৭১ এর শহীদ পূর্বসূরী পুলিশ সদস্যদের অসম্মান করছে। এর জন্য অবশ্যই তাদের জবাবদিহি করতে হবে। তাদের বিরুদ্ধে আইনানুগ কঠোর ব্যবস্থা নেয়া জরুরি।

এই সংবাদ সম্মেলনের মাধ্যমে নাগরিক সমাজের পক্ষ থেকে নিম্নোক্ত কয়েকটি সুস্পষ্ট দাবি জানানো হয়—

১. এই নৃশংস ভূমিহীন নারী নির্যাতন ও হত্যার জন্য নারী ও শিশু নির্যাতন দমন আইন ট্রাইব্যুনালের মাধ্যমে দ্রুততম সময়ের মধ্যে এই মামলার বিচার সম্পন্ন করতে হবে।
২. দুলারহাট থানা পুলিশ এবং ভোলার তজুমুদ্দিন সার্কেলের অতিরিক্ত পুলিশ সুপার মো: মাসুম বিল্লাহ এ হত্যা মামলায় বাদীর অভিযোগ গ্রহণ না করে আসামীদের রক্ষার জন্য যে বিধি—বহির্ভুত চেষ্টা করেছে তার জন্য বিভাগীয় তদন্তের মাধ্যমে তাদের বিরুদ্ধে ব্যবস্থা গ্রহণ করতে হবে এবং তাৎক্ষনিক ভাবে তাদের উক্ত দায়িত্ব থেকে প্রত্যাহার করতে হবে। সেই সাথে একটি নিরপেক্ষ তদন্তকারী সংস্থা দ্বারা এই হত্যাকান্ডের তদন্ত সম্পন্ন করতে হবে।
৩. চরে বসবাসরত নারী ও শিশুসহ সকল ভূমিহীনদের নিরাপত্তার নিশ্চিত করার জন্য দৃশ্যমান কার্যকর ব্যবস্থা গ্রহণ করতে হবে। প্রয়োজনে ঐ এলাকায় বিশেষ পুলিশ ফাঁড়ি বসানোর নিশ্চয়তা দিতে হবে।
৪. জেলা ও উপজেলা প্রশাসনের আশ্বাসের ভিত্তিতে তারা চরে যে ধানের আবাদ করেছে, সে ফসল যেন তারা নির্বিঘ্নে ঘরে তুলতে পারেন তার জন্য জেলা প্রশাসন ও পুলিশ প্রশাসনকে যথাপোযুক্ত ব্যবস্থা গ্রহণ করতে হবে।
৫. উক্ত চর মুজিবনগরে দিয়ারা জরিপ সম্পন্ন করে খাস জমি বন্দোবস্ত নীতিমালা অনুসারে ক্ষতিগ্রস্ত পরিবার সহ চরের ভূমিহীনদের মধ্যে বিতরণের ব্যবস্থা গ্রহণ করতে হবে।
