On paid resources, such information can only be accessed using a special code confirming the user’s age. Where this is not technically possible, the distribution of such information will be completely prohibited. The bill also expands the requirements for advertising, which must not contain information demonstrating non-traditional sexual relationships or preferences. Films promoting non-traditional sexual relations will not receive a distribution certificate. In addition, amendments to the Code of Administrative Offences were proposed to punish non-compliance with the ban: - For violation of the ban on propaganda of non-traditional sexual relations or preferences among persons of any age, the fine would be from 50,000 to 400,000 rubles for citizens, from 100,000 to 800,000 for officials, from 800,000 to 5 million or suspension of activities for up to 90 days for legal entities; - For violation of the ban on propaganda of paedophilia, the penalty will be from 200,000 to 800,000 roubles for citizens, from 400,000 to 2 million roubles for officials, and from 1 million to 10 million roubles or suspension of activities for up to 90 days for legal entities - Distribution of information to minors on non-traditional sexual relationships or encouraging a desire to change sex will be fined from 50,000 to 200,000 roubles for citizens, from 100,000 to 400,000 roubles for officials, from 800,000 to 4 million roubles or suspension of business activity for up to 90 days for legal entities; - For similar violations foreign citizens and stateless persons will face expulsion from the Russian Federation.
