
Bring [former President] Joko Widodo to Justice, Defeat [current President] Prabowo Subianto
Citizens are increasingly agitated and angry witnessing the government’s inability to address the nation’s fundamental problems. Reports of increasing poverty, unemployment and social inequality continue to rise without significant steps to reduce these injustices. The government, which should protect and advance the welfare of its people, has instead become a symbol of oppression. This country should prioritise the interests of its citizens, but the reality is that it worsens their quality of life, disregards their basic rights, and paves the way for stronger oligarchies to control the nation.
The Civil Society Coalition united in the #DarkIndonesia [#IndonesiaGelap] movement calls upon all elements of the nation to rise against this injustice. We will not remain silent as we watch our country being destroyed by a government that does not side with its people. Let us together voice demands that will bring real change for Indonesia’s future.
The demands of the Civil Society Coalition are as follows:
1. Create Free, Scientific, and Democratic Education and Cancel Education Budget Cuts: Education is a fundamental right of every citizen. Cutting the education budget will only deepen inequality of access and worsen its quality.
2. Revoke Problematic National Strategic Projects: Implement Genuine Agrarian Reform: National Strategic Projects (NSP) [government-designated priority infrastructure projects] often serve as tools for land grabbing. We demand the revocation of NSPs that do not favour the people and push for genuine agrarian reform.
3. Reject the Revision of the Mineral and Coal Mining Law [UU Minerba]: The revision of this law merely serves as a tool for the regime to silence universities and academic environments that voice criticism.
4. Prioritise the Agenda for Eliminating Violence Against Women: Prioritise the agenda for eliminating violence against women, one of which is by issuing a Presidential Instruction for accelerated implementation of Sexual Violence Law No.12/2022 [UU-TPKS], Domestic Violence Law No 23/2004 [UU PKDRT], immediately ratifying the Domestic Workers Protection Bill [RUU PPRT] and enforcing other laws that favour women.
5. Recognise Equal Rights for Gender and Sexual Diversity and Other Marginalised Groups: Demand legal recognition and protection of the rights of gender and sexual minority groups, as well as other marginalised groups, to be free from discrimination and achieve equality in various aspects of life.
6. Create Inclusive and Disability-Friendly Access: Urge the government to ensure inclusive public policies and infrastructure and provide facilities that are friendly for people with disabilities, including in education, employment, and public services.
7. Ratify the Domestic Workers Protection Bill [RUU PPRT]: Domestic workers need protection guarantees by establishing basic rights and principles. The state must guarantee decent work for domestic workers.
8. Abolish Military Multifunctionality [Multifungsi ABRI, referring to the military’s dual function in both defence and civil governance]: Military involvement in the civilian sector has the potential to create repression and hinder democratic life.
9. Ratify the Indigenous Peoples Bill [RUU Masyarakat Adat]: Indigenous communities need clear legal protection for their land and culture.
10. Revoke Presidential Instruction No. 01 of 2025 [Inpres No. 01 Tahun 2025]: This Presidential Instruction is considered a threat to the interests of the people, especially in the education and health sectors.
11. Fully Evaluate the Free Nutritious Meal Programme [Program Makan Bergizi Gratis, a recent government initiative]: This programme must be evaluated to ensure it reaches its intended recipients and is not merely a political tool.
12. Realise the Budget for Lecturer Performance Allowances [Tunjangan Kinerja Dosen]: The welfare of academics must be considered for the improvement of higher education quality and protection of campus workers’ rights.
13. Urge Prabowo to Issue an Asset Seizure Regulation [Perppu Perampasan Aset]: Corruption must be addressed immediately through regulations to combat economic crimes and corruption.
14. Reject Revisions to Military [TNI], Police [POLRI], and Prosecutor [Kejaksaan] Laws: These revisions potentially strengthen the impunity of officials and weaken oversight of them.
15. Streamline and Overhaul the Red and White Cabinet [Kabinet Merah Putih]: Wasteful official budgets must be addressed by reorganising problematic officials.
16. Reject Revision of Parliamentary Rules of Procedure [Peraturan DPR Tentang Tata Tertib]: This revision has the potential to cause parliamentary arbitrariness.
17. Reform the National Police [POLRI]: The police must be comprehensively reformed to eliminate repressive culture and increase professionalism.
18. Improve the Welfare of Campus Workers and Educational Staff [Tenaga Kependidikan]: Universities must ensure the welfare of their workers and take action against those who do not fulfil their obligations.
19. Reject Violence Against Journalists, Reject Foreign Interference, and Reject the Broadcasting Bill [RUU Penyiaran]: Reject all forms of violence and intimidation against journalists, oppose foreign interference that harms national interests, and reject the Broadcasting Bill that is considered to limit press freedom and narrow the space for democracy.

20. Realise Justice in Papua [Indonesia’s easternmost province with an ongoing independence movement]: Call for an end to violence, human rights violations, and exploitative policies in Papua, whilst encouraging a more fair and dialogue-based approach to resolving various conflicts in the region.
21. Reject the Revision of Law No. 65 of 1960 [UU No. 65 Tahun 1960, the Basic Agrarian Law]: Reject the revision of the Basic Agrarian Law that has the potential to benefit large corporations and threaten the land rights of ordinary people and indigenous communities.
22. Enforce Occupational Health and Safety [K3 - Keselamatan dan Kesehatan Kerja] in the Work Environment: Demand strict implementation of Occupational Health and Safety standards to protect workers from dangerous working conditions and ensure a safe work environment.
23. Ratify a New Labour Law in Accordance with Constitutional Court Decision No. 168 of 2024 [Putusan MK No. 168 Tahun 2024]: Urge the government to immediately ratify a Labour Law that has been adjusted to the Constitutional Court’s decision to ensure the protection of workers’ rights and labour welfare.
24. Completely Abolish Thresholds [Threshold, referring to minimum vote requirements for political parties]: Reject the parliamentary threshold and presidential threshold that are considered to limit democracy and hinder the political participation of small and independent groups.
25. Evaluate the Migrant Workers Law [UU Pekerja Migran] in Indonesia: Urge an evaluation of the Migrant Workers Law to provide better protection for Indonesian workers abroad, including in aspects of welfare, legal rights, and safety guarantees.
26. Review the Criminal Code Bill [RUU KUHP]: Demand a review of the Criminal Code Bill that contains problematic articles, such as restrictions on freedom of expression and criminalisation of certain groups.
27. Improve the Welfare of Campus Workers & Educational Staff and Take Action Against Universities That Do Not Provide for Workers’ Welfare: Campus workers and educational staff are important pillars in the world of education. Their welfare must be seriously considered, especially amid rising living costs.
28. Stop TNI-Police Repression in Papua, End Military Operations, Withdraw Military from Papua, and Provide Journalists Access to Enter Papua: We demand that Papua be given the right to determine its own fate and that all forms of violence carried out by officials there be stopped. Journalist access must also be provided to ensure transparency.
Each demand we present is the result of in-depth study by every organisation and collective that is part of the Civil Society Coalition. We believe that better change can only be achieved through organised resistance and the unity of all elements of society. Therefore, let us extend this boom of resistance to all corners of Indonesia. It is time we take steps together to save this nation from the hands of a regime that does not side with the people!
