Dans la guerre qu’il mène actuellement contre la population de Gaza, le gouvernement israélien a choisi d’instrumentaliser la question des violences sexuelles à des fins politiques. La déclaration ci-dessous sera transmise aux représentant·es du gouvernement israélien qui ont monté une croisade publique en manipulant cette question pour légitimer – et détourner l’attention de leur campagne de nettoyage ethnique, pour déshumaniser les Palestiniens et pour vilipender celles et ceux qui critiquent leurs actions. Elle sera également envoyée aux fonctionnaires américains, aux personnalités publiques et à d’autres qui, intentionnellement ou non, ont rejoint la mêlée en diabolisant une série d’organisations et d’individu·es féministes. Dans certains cas, ces attaques ont pris la forme de campagnes orchestrées visant à supprimer le financement de travaux essentiels. Elles ont également alimenté le harcèlement et le « doxin » de membres du personnel ou du conseil d’administration qui, de manière répréhensible, ont inclus des menaces de viol et de mort.
La déclaration a été initiée par des féministes juives antisionistes basées aux États-Unis, qui estiment que nous avons la responsabilité particulière de nous exprimer en faveur des droits des Palestinien·nes et contre le génocide actuel. Depuis, elle a recueilli le soutien de nombreuses personnes aux États-Unis et dans monde entier. Nombre des signataires travaillent ou font des recherches sur la question des violences sexuelles depuis des décennies. Beaucoup ont soutenu directement des survivantes et/ou sont elles-mêmes des survivantes. Collectivement, nous avons l’habitude de garder à l’esprit des réalités compliquées, ce que nous considérons comme une pratique nécessaire dans un monde complexe et injuste.
Les signataires de cette déclaration sont solidaires à la fois dans la condamnation de tous les cas de crimes de guerre – y compris les violences sexuelles – et dans la défense de celles et ceux qui sont attaqués pour avoir contesté l’assaut meurtrier d’Israël contre les Palestinien·nes.
Face à ces tentatives d’intimidation ou de discrédit, nous refusons d’être réduites au silence.

Lettre ouverte aux gouvernements israélien et américain ainsi qu’à toutes celles et tous ceux qui militent contre le viol
Nous, soussignées, répondons à l’offensive coordonnée honteuse menée actuellement contre les organisations féministes, les organisations de défense des femmes, les organisations juives antisionistes et d’autres organisations, agences et individu·es, nous accusant de « ne pas condamner » les agressions sexuelles systématiques signalées contre des femmes et des enfants israéliens lors de l’attaque brutale du 7 octobre menée par le Hamas. Nous répudions les tentatives du gouvernement israélien et de ses apologistes de délégitimer notre travail, de défaire le financement des organisations féministes et de justice sociale, et de saper nos demandes pour qu’Israël cesse son massacre génocidaire des Palestinien·nes.
Que nous nous identifiions comme féministes, comme juives, comme antisionistes, comme tout cela à la fois, ou comme alliées, et où que nous soyons dans le monde, nous proclamons que nous pouvons détenir simultanément de nombreuses vérités dans nos têtes et dans nos cœurs ; c’est ce que nous faisons à chaque minute de chaque jour. Nous condamnons le viol et toutes les formes d’agression sexuelle contre toute personne, quel que soit son sexe ou son âge, qu’ils soient perpétrés par le Hamas, les Forces de défense israéliennes (FDI) ou toute autre personne. Nous condamnons également les bombardements de civil·es, les blocus meurtriers de nourriture, d’eau et de carburant, l’utilisation d’armes chimiques illégales, les assassinats ciblés de journalistes et de travailleurs et de travailleuses humanitaires, la destruction de maisons, d’hôpitaux, d’écoles, de lieux de culte, d’infrastructures et de familles entières, l’anéantissement de la culture, les enlèvements et les prises d’otages, ainsi que tous les crimes de guerre commis par l’une ou l’autre des parties.
Pour celles d’entre nous qui sont juives, nous embrassons notre identité juive et son histoire de lutte contre l’injustice et nous condamnons également les actions de l’État créé en notre nom, qui est né dans le massacre et l’expulsion de masse, qui a maintenu une occupation étouffante, raciste et déshumanisante pendant 75 ans, et qui commet actuellement des meurtres de masse de civils tous les jours en toute impunité.
Nous condamnons le viol – comme nous condamnons tout crime de guerre.
Les agressions sexuelles sont dévastatrices. Qu’elles soient perpétrées par des acteurs étatiques ou non étatiques, par des étrangers, des connaissances, des amis ou des membres de la famille, par des enseignants, des entraîneurs, des superviseurs, des collègues ou des personnalités religieuses de toute confession, par des policiers, des gardiens de prison, des soldats ou des combattants de la guérilla, nous connaissons très bien les traumatismes et les bouleversements qu’elles laissent en héritage. Et nous les condamnons de la même manière dans tous les cas.
Nous croyons les survivantes et nous croyons les rapports qui résultent d’enquêtes menées par des féministes et des expert·es en droits des etres humains qui n’ont d’autre objectif que de documenter et de transmettre clairement et précisément la gravité de la violence fondée sur le genre. Les agressions sexuelles sont omniprésentes, voire banales. Elles suscitent rarement l’indignation que leur incidence, leur impact et leur énormité méritent. En outre, l’histoire regorge d’exemples d’accusations de viol utilisées par les parties prenantes à un conflit armé pour rendre l’« ennemi » plus monstrueux – et donc méritant des formes toujours plus dépravées de violence militarisée. Cette tactique est aussi ancienne que la guerre elle-même. Il y a donc de nombreuses raisons de se méfier de l’indignation sélective – ou des protestations d’innocence – des gouvernements ou des milices, ou de leurs organes de propagande respectifs, lorsqu’il s’agit d’agressions sexuelles. Il est urgent de sensibiliser le public à la manière dont cette indignation est mobilisée en période de conflit et/ou pour légitimer des programmes racistes. Il est tout aussi nécessaire de sensibiliser l’opinion publique aux moments où l’indignation est manifestement absente, par exemple lorsque des membres de ces mêmes gouvernements ou milices sont accusés d’abus sexuels dans leurs propres rangs.
La campagne actuelle d’Israël visant à discréditer les féministes – en particulier les féministes de couleur, les féministes arabes et les féministes juives antisionistes – et les autres personnes qui critiquent son offensive meurtrière contre les Palestinien·nes est insultante et malhonnête, mais elle n’est pas nouvelle. Nous le voyons pour ce qu’il est : une tentative cynique de susciter la fureur du public et de détourner l’attention du génocide qu’il perpétue. Et bien trop de personnalités publiques et d’élu·es se sont laissés aller à participer à ce déferlement d’accusations à notre encontre.
Alors, soyons claires une fois de plus : nous condamnons le viol. Nous condamnons le génocide. Et nous condamnons également la manipulation opportuniste de la question des agressions sexuelles par ceux qui commettent eux-mêmes des crimes de guerre – ou par qui que ce soit d’autre.
Nous soutenons l’enquête lancée par les membres hautement qualifié·es de la Commission d’enquête de l’ONU sur l’ensemble des crimes de guerre commis lors de l’attaque du Hamas du 7 octobre et de l’assaut ultérieur de l’État israélien sur Gaza – un effort auquel Israël a jusqu’à présent refusé de participer. Nous soutenons également des enquêtes supplémentaires sur ces allégations d’agressions sexuelles menées par des autorités féministes et des droits des êtres humains impartiales ayant une expertise et une sensibilité avérées en matière de violence sexuelle, ainsi que la mise à disposition d’une gamme complète de services pour toutes les survivantes par des personnes explicitement formées au traitement des traumatismes sexuels. En outre, nous demandons instamment que des enquêtes soient menées sur les atrocités commises par le personnel militaire israélien et les acteurs non étatiques – y compris les groupes d’autodéfense des colons – dans l’ensemble d’Israël et des territoires occupés.
Enfin, nous continuons à faire entendre notre voix dans le cadre de l’appel mondial en faveur d’un cessez-le-feu permanent à Gaza, de la libération de tous les otages et prisonniers politiques, de l’arrêt de l’aide militaire américaine à Israël et de la fin de l’apartheid israélien.
