Those who subscribe to this report presented a Contribution Text to the XVII Congress of the IV “On the world situation and the tasks of the internationalists in Latin America”; the same that was considered in the Bulletins of the pre-congress and that we sustained during the development of this.

The Congress of the Fourth International, in its final resolutions decided to incorporate the MES as an active sympathising section and pay special attention to the Peruvian process that may have transcendence in Latin America, both because of the objective situation and because of the role of the NPM and our participation as Get on it.

These decisions are an important step to reunify those of us who have kept alive the flag of internationalism. We have a common past in the Trotskyist movement, assuming encounter and disagreements, as well as political differences that we have been able to face based on experience in the class struggle. We believe that we are taking an important step to help overcome the atomisation and be a factor of regrouping of the emerging anti-capitalist sectors in the last period.

It happens in a new phase where the global crisis of capitalism widens; an economic crisis, a global crisis of domination, an ecological crisis. With the contradiction that when Marxism is objectively more to the order of the day, there is an absence of an alternative pole to capitalism, because of the difficulty of the working class to advance in a socialist consciousness and the fragmentation of the radical left.

Since 1999 we have been supporting the need for a regroupment of anti-capitalist forces. We were in the anti-globalization movement and the World Social Forums. And we were part of the Bolivarian process against the imperialist attacks, sponsoring the presence of Chávez in Porto Alegre where we organized an act that showed (at that time) the current situation of the Bolivarian process. In Peru, we preserve the long historical tradition since Hugo Blanco supporting the revolutionary struggle of the peasantry and in subsequent processes.

As part of that policy, we are committed to building broad, anti-capitalist parties, forming the PSOL in Brazil and supporting the construction of the NPA in France. Our first contacts with the C.E. of the IV was with Daniel Bensaid, Olivier Sabado, which served to open the hypothesis of common work. While a large fraction of Socialist Democracy with great weight in the Brazilian PT defended participation in it (Miguel Rosseto), the direction of the IV in its congress of 2004 voted a resolution of rupture with the government defining the Lula government as social-liberal. This was an important step for the construction of PSOL.

This process of approximation advanced in 2011 when we found that we had points of agreement on the global character of the crisis of capitalism and based on the experiences of each other in the construction of broad anti-capitalist formations. We made a common act by which we entered as observers participating in the annual meetings of the International Committee.

Throughout this period there were trials and errors that allowed new clarifications. Now we bring our experience as Súmate in the New Peru Movement and the MES / PSOL in Brazil where we are together with other organizations that are also part of the IV. Thus, as well as the experiences in Venezuela, Argentina and other countries of the Southern Cone.

The 17^th Congress allowed us to verify that these agreements have progressed; that we have important coincidences on the world situation, the geopolitical chaos and the crisis of domination. So also, in the evaluation of the processes that incorporate new sectors to the resistance of the workers (the feminist movement, the youth, the democratic struggles, the eco-socialist struggles), while the working class, which is more widespread and numerous at the level world, delay in appearing as leader of the anti-capitalist mobilization.

In the six days of the Congress we were able to corroborate that it was a rich Congress, with sections that reflect an important insertion in the struggles of their respective countries overcoming propaganda. The 17 representatives of Brazil among members of the IV International, observers and guests showed that the IV International has potential for growth in this country.

The Congress found that the IV has a network of organizations that cover all continents. The organizations of the Philippines and Pakistan are the most numerous. In North Africa it has a presence in Morocco, Algeria, Tunisia where they are part of the Popular Front and have two deputies. In addition to organizations in Bangladesh, Sri Lanka, Hong Kong, and small groups [in] Japan, Australia, Dominica, Martinique, Africa do Sul. Maintains a central European presence, as the historical work of France, which although it is stagnant has conditions of recovery after the last NPA congress. It has sections in Holland, Belgium, Italy, Switzerland, Sweden, Greece, Poland, Norway, England, with a real weight in Portugal of the Block of Esquerda, which had 10% in the last elections), Denmark (where they are part of the alliance Green / Red). The group with the most dynamism and youth are the Anti-capitalists of the Spanish State, being the third internal force of Podemos with a MEP, several regional deputies and the mayor of Cádiz. The Canadian group has strength in the women’s movement and the youth of Quebec. In the United States, in addition to a group with sectarian positions, there are Solidarity comrades who are part of the DSA, the fastest growing socialist party in the world. The delegations of Russia and the Balkans could not attend because of difficulties with the visa.

For Latin America there was a representative continental meeting where Puerto Rico, Mexico, Ecuador, Colombia, Brazil, Argentina, Venezuela and Peru showed the potential of the IV in our continent and the possibility of being a pole of attraction to overcome atomisation and intervene in the new processes that are happening.

Our income can give more energy to Latin America and the publication in Portuguese of the magazine Imprecor would be the realization of that policy. Our work in Latin America comes in the direction of adding experiences. We will have a common challenge in the USA. to collaborate with the DSA country where the resistance to Trump’s plans is combined with the growing interest of youth for socialism and Marxism.

Our income is based on a series of political agreements that have proved to be very important during these years. We are in the same position regarding the existence of new political processes (broad parties, movements) where the revolutionaries must intervene by being part of them defending internal democracy and a policy of rupture with colonialism and bourgeois regimes with an anti-capitalist strategy. This is a new challenge that differentiates us from the directions that adapt to the old bourgeois regimes. And at the same time, it differentiates us from the currents and organizations that follow a self-proclaimed course and remain outside the new processes that have been opened.

We believe that the political and programmatic agreements reached that seal a common historical tradition make our incorporation a very important step. We enthusiastically join the ranks of the IV in the desire to work together to become a factor that encourages and encourages the international regrouping of revolutionaries in this new period of the class struggle.
